Our Team
Jane Shipman Kiker represents and advises property owners, municipalities, community/neighborhood groups and environmental organizations regarding land use and development under the Clean Water Act, Coastal Zone Management Act, National Environmental Policy Act, Growth Management Act, Shorelines Management Act, State Environmental Policy Act, as well as under local zoning and critical areas ordinances. Her practice spans from navigating clients’ development proposals (for example, a commercial marina, a new facility for a north Puget Sound newspaper) through labyrinthine federal, state and local regulatory processes, to representing municipalities (such as the Cities of Bothell, Snohomish, and Olympia) as they implement the Growth Management Act. Ms. Kiker has worked with and appeared before local agencies and hearing examiners and practiced extensively before Washington quasi-judicial bodies (such as the Shorelines Hearings Board and the Growth Management Hearings Board). Ms. Kiker has a keen interest in natural resource protection and is well-versed in conservation easements and mitigation banking as well as western water law.
Ms. Kiker is a member of the Land Use and Environmental Section of the Washington State Bar Association. She has lectured at Continuing Legal Education seminars including on the preservation of resource lands under the Growth Management Act and wetland mitigation banking. She was selected by her peers as a Washington Law & Politics “Rising Star” three years in a row, and is a regular guest/panelist in environmental classes at the University of Washington concerning environmental law and policy.
Ms. Kiker was born and raised in Brunswick, Maine, and lived in New York City and the San Francisco Bay Area before moving to Seattle where she currently lives with her husband Rob, an architect, and their two young children. She has volunteered on the Board of Directors of a community association as well as a local community land trust organization.
